Is God responsible for Earthquakes?

If he made the planet, he must also be responsible for the functions of that planet. Plates shift and earthquakes are inevitable. It would have been incredibly easy to make a planet without such occurrences, but he deliberately made this one instead. As a result we have earthquakes and volcanoes.
